MEET LT. MIKE HERNANDEZ
Lt. Hernandez is a San Angelo native. He is a 33 year veteran of the SAPD, with over 20 years in leadership roles.
After serving in the United States Marine Corps, he joined the San Angelo Police Department in the Patrol Division in 1990. In 1993, he transferred to the Gang Unit and later worked in Narcotics.
After achieving the rank of Sergeant in 2004, Lt. Hernandez helped launch the Special Operations Unit. He was promoted to Lieutenant in 2010 and led the Patrol Division until being selected to oversee the Criminal Investigation Division in 2019.
Lt. Hernandez was the team leader for ten of the twenty years he was on the SWAT Team. He serves as the SAPD’s Critical Incident Commander, tasked with authorizing the SWAT and Hostage Negotiation teams during crisis situations.
Lt. Hernandez has over 5200 hours of specialized training, including leadership training at the FBI National Academy at Quantico, VA, and a Master Peace Officer Certification from the Texas Commission of Law Enforcement Standards and Education. He has attended Basic, Intermediate, and Advanced SWAT schools.
Lt. Hernandez and his wife Lisa have been married for 36 years. Lisa recently retired from Angelo State University where she worked as the Assistant Director of Admissions for over 33 years. They have two adult children, Joshua and Kelsey, and a grandson, Logan, who is their pride and joy.
They have been members at Celebration Church since fall 2011 where they currently lead a marriage small group. Mike is on the Elder board for the church, and Lisa is the volunteer team coordinator. They enjoy meeting with young couples for pre-martial counseling, going on adventures, and spending time with their family and friends.

UNITS/DIVISIONS
Lt. Hernandez started this unit from the ground up. Its mission was to pursue San Angelo’s Most Wanted and to assist other divisions within the department in locating and apprehending individuals.
Lt. Hernandez was a member of this elite group for 20 years. He supervised the team for 10 of those 20 years. This unit handles high-risk enforcement situations such as hostage situations, suicidal subjects, and high-risk search warrants.
Responsible for the overall command, control, and coordination of emergency response providing a common hierarchy within which first responders from multiple agencies can be effective.
Division proactively investigates the trafficking, manufacturing and distribution of illegal drugs. The division works closely with federal, state and local agencies. San Angelo was a member of the Rio Concho Multi Agency Drug Enforcement Task Force.
Lt. Hernandez was the division commander overseeing, the instructing of police cadets, and providing continuing education to all personnel. Accommodated inter agency training to build training collaborations with other agencies. Managed training programs and maintained certification, training, and educational records. Training included:

Primary function was to serve as an effective, proactive force in crime prevention, detection, and enforcement. The purpose of the Bike Patrol is to reduce criminal activity within specific areas and increase positive community relations by increased visibility.
Main purpose of the Honor Guard is to honor and stand watch over law enforcement officers who have made the ultimate sacrifice. The Honor Guard also represents the San Angelo Police Department in formal ceremonies such as color guard, parades, casket watches, funerals, retirements, and civic events.

How to register to vote
A voter registration application must be submitted to the Voter Registrar’s office, located at 113 W. Beauregard, San Angelo, Texas 76903, on the first floor of the Edd B. and Frances Frink Keyes Building. The application may be delivered in person, mailed, or delivered by a deputy voter registrar.

- cannot have been determined totally mentally incapacitated or partially mentally incapacitated without the right to vote
