I have known Mike for many years, and he has been successful in every Division he has been a part of. Mike and I were in the Narcotics Division at the same time, and I feel that I have knowledge of his work ethic, which is beyond measure. During that time Mike was never afraid to make ethical decisions and choices.

During my tenure as Police Chief, we have faced numerous challenges and celebrated many successes together. We have navigated through difficult times, adapting to changing landscapes and ever-evolving demands of law enforcement. Through it all, our dedication to serving and protecting our community has remained steadfast.

As I prepare to move on, I am confident in the future of our department., It is with great pleasure that I endorse police chief candidate Lt. Mike Hernandez as my successor for the position of Police Chief. All the candidates are great officers and share some exceptional core values. I have had the opportunity to work with all three throughout the last 31 years plus. I am confident that of the three, Mike possesses the leadership skills, qualities, management experience, and vision that are necessary to lead our department into the future. He is the best prepared to work with community leaders, city leadership, city staff, and members of the law enforcement community to further enhance the safety and well-being of our community. I have known Mike for over 25 years.  We met in 2008 when I was the principal at Glenn Middle School.  At that time, he was both a parent (Kelsey’s dad) and a campus resource officer.  We were also neighbors for eleven years.

School safety has been a priority for Mike as long as I have known him.  He provided numerous trainings for the staff at Glenn as well as training for district leadership.   I currently serve on the board for a private pre-school, and he has provided training for the staff there.  He  knows that effective and continual training is essential to school safety and has always willingly  answered the call.

I have known Mike for close to thirty years. During that time, I have worked alongside him in numerous roles in the San Angelo Police Department. MEET LT. MIKE HERNANDEZ

Lt. Hernandez is a San Angelo native.  He is a  33 year veteran of the SAPD, with over 20 years in leadership roles.

After serving in the United States Marine Corps, he joined the San Angelo Police Department in the Patrol Division in 1990. In 1993, he transferred to the Gang Unit and later worked in Narcotics.

After achieving the rank of Sergeant in 2004, Lt. Hernandez helped launch the Special Operations Unit.  He was promoted to Lieutenant in 2010 and led the Patrol Division until being selected to oversee the Criminal Investigation Division in 2019.

Lt. Hernandez was the team leader for ten of the twenty years he was on the SWAT Team.  He serves as the SAPD’s Critical Incident Commander, tasked with authorizing the SWAT and Hostage Negotiation teams during crisis situations.

Lt. Hernandez has over 5200 hours of specialized training, including leadership training at the FBI National Academy at Quantico, VA, and a Master Peace Officer Certification from the Texas Commission of Law Enforcement Standards and Education.  He has attended Basic, Intermediate, and Advanced SWAT schools.

Lt. Hernandez and his wife Lisa have been married for 36 years. Lisa recently retired from Angelo State University where she worked as the Assistant Director of Admissions for over 33 years. They have two adult children, Joshua and Kelsey, and a grandson, Logan, who is their pride and joy.

They have been members at Celebration Church since fall 2011 where they currently lead a marriage small group. Mike is on the Elder board for the church, and Lisa is the volunteer team coordinator. They enjoy meeting with young couples for pre-martial counseling, going on adventures, and spending time with their family and friends.

UNITS/DIVISIONS

These are units and divisions within the San Angelo Police Department that Lt. Hernandez has been a part of and/or supervised.
Lt. Hernandez supervised this division.  The purpose of this division is to protect the lives and property of the citizens of San Angelo and maintain public peace.  Officers in this division enforce the laws and ordinances and arrest of law violators.  They attend to any complaint, call for service along with other day to day operations.

Lt. Hernandez started this unit from the ground up.  Its mission was to pursue San Angelo’s Most Wanted and to assist other divisions within the department in locating and apprehending individuals.  

Lt. Hernandez was a member of this elite group for 20 years.   He supervised the team for 10 of those 20 years.  This unit handles high-risk enforcement situations such as hostage situations, suicidal subjects, and high-risk search warrants.  

Lt. Hernandez supervised this division.  The division included public information, community presentations and to keep the public informed on current crime trends in the community.
Lt. Hernandez is currently supervising this division including Crime Scene Investigations (CSI), Evidence and Property Unit, and Polygraph Services divisions.

Responsible for the overall command, control, and coordination of emergency response providing a common hierarchy within which first responders from multiple agencies can be effective.

Focused on gang activity and gang suppression. Unit was responsible for investigation, suppressing, and combatting gangs within the city of San Angelo.

Division proactively investigates the trafficking, manufacturing and distribution of illegal drugs.  The division works closely with federal, state and local agencies.  San Angelo was a member of the Rio Concho Multi Agency Drug Enforcement Task Force.

Lt. Hernandez was the division commander overseeing, the instructing of police cadets, and providing continuing education to all personnel. Accommodated inter agency training to build training collaborations with other agencies.  Managed training programs and maintained certification, training, and educational records.  Training included:

  • Physical Training
  • Driver’s Training
  • Firearms Training & Qualifications
A Resource Officer is assigned to an SAISD campus to provide additional safety and security.

Primary function was to serve as an effective, proactive force in crime prevention, detection, and enforcement.  The purpose of the Bike Patrol is to reduce criminal activity within specific areas and increase positive community relations by increased visibility.

Main purpose of the Honor Guard is to honor and stand watch over law enforcement officers who have made the ultimate sacrifice.  The Honor Guard also represents the San Angelo Police Department in formal ceremonies such as color guard, parades, casket watches, funerals, retirements, and civic events.

Pride in the department means answering the call to serve your community.  It’s protecting citizens and fellow police officers from those who wish to do them harm.  While the responsibility is great, the rewards are unrivaled.

PURPOSE

Purpose in our community begins with building strong relationships between law enforcement and the city of San Angelo.  This is essential to improving public safety.

How to register to vote

A voter registration application must be submitted to the Voter Registrar’s office, located at 113 W. Beauregard, San Angelo, Texas 76903, on the first floor of the Edd B. and Frances Frink Keyes Building. The application may be delivered in person, mailed, or delivered by a deputy voter registrar.

Remember: you must be registered at least 30 days prior to any election. For further information call (325) 659-6541.

Eligibility for registration

  • be 18 years of age or older
  • be a United States Citizen
  • cannot have been determined totally mentally incapacitated or partially mentally incapacitated without the right to vote
  • cannot have been finally convicted of a felony, or, if so, must have fully discharged all conditions of the sentence or pardoned
